Is it safe to delete caches on a Mac? Boundaries included

Cache advice travels badly through forums because everyone repeats the verb delete and forgets the noun cache. Deletion is almost always technically possible. What caches buy your apps

A cache trades space for latency: repeated assets sit close instead of being recomputed or redownloaded.
